This report from the CPC Jiangsu Provincial Committee to the Central Committee and the Shanghai Bureau on 22 December 1959 stated that after the Lushan Conference, we began to emphasize grasping pig production. At present, the development of pig production has already formed a new upsurge throughout the province. In the future, we plan to further adopt the following measures: 1. Further strengthen organizational leadership. 2. Require Party committees at all levels to immediately inspect the implementation of the plans in accordance with the targets for developing pig production set by the Provincial Committee. 3. Earnestly implement the policy of taking collective pig raising as the mainstay, with public and private raising developing simultaneously. At present, the main focus is on grasping collective pig raising. 4. In developing pig production, while vigorously grasping quantity, we must also vigorously grasp quality; while vigorously grasping the inventory on hand, we must also vigorously grasp the volume marketed. 5. To develop collective pig raising on a large scale, we must first engage in large-scale capital construction for pig raising. 6. Do everything possible to solve the feed problem. 7. To meet the needs of the great development of pigs, we must vigorously train and cultivate animal husbandry and veterinary technical personnel, and do a good job in epidemic prevention. 8. Vigorously grasp the reform of animal husbandry tools, and gradually realize the semi-mechanization and mechanization of pig raising.
