Letter to Liu Shaoqi and Others on the Question of Countermeasures
(December 3, 1959)

Liu, Zhou, Peng[1]:

In order to discuss the international situation and our countermeasures, it is proposed to invite Comrades Lin Biao, Chen Yi, Kang Sheng, Jiaxiang, He Long, Tan Zheng, and Chen Boda[2], seven comrades in all, to come here for a talk. Arrive in Hangzhou on the afternoon of December 3 (that is, today). Lin Biao and Chen Yi will arrive in Hangzhou on the 4th. Please consider and handle as appropriate.

A plane will be dispatched to Guangzhou today; Lin Biao can arrive tomorrow.

Three days of discussion on the international situation and countermeasures will suffice.
