In the outline report on the 1960 plan submitted to the Central Committee by Li Fuchun, Secretary of the Secretariat of the Central Committee of the Communist Party of China, Vice Premier of the State Council, and concurrently Director of the State Planning Commission, it was mentioned that the absolute increases in several major products in 1960 compared with 1959 would all be very large, among which "steel would be around 4.8 million tons." Beside this figure, Mao Zedong wrote this marginal note.
