We request that you, after due consideration, follow the Heilongjiang example and convene a six-level cadre conference in your respective finance and trade sectors, with the provincial, municipal, and regional party committees taking firm and effective charge of the conference’s leadership.

Notes [1] The report submitted on November 5, 1959, by the CPC Heilongjiang Provincial Committee to the Central Committee and to Mao Zedong states: From October 12 to 28, we convened a province-wide six-level cadre conference of the finance and trade sector, with the following outcomes: (1) The conference was conducted using a method that combined theoretical discussion with practical application—starting from theory to guide practice, then returning to theory for further refinement, thus integrating the two. (2) The struggle between the two lines was the central issue debated at this conference. (3) While criticizing rightist tendencies, decentralism, and sectionalism, the conference also reviewed the implementation of political, production, and mass-line perspectives in finance and trade work, and on this basis made arrangements for both immediate tasks and for a longer-term period ahead. (4) The conference achieved relatively significant results, primarily because it was held under the guidance of the spirit of the Eighth Plenary Session of the Eighth CPC Central Committee and implemented the principle of giving top priority to political leadership.
