Please consider convening a six-level finance and trade cadres conference following the approach of Heilongjiang, and ensure that the Party Committees of the provinces, municipalities, and autonomous regions earnestly take firm hold of the leadership of the conference. First, you should study in detail the report of the Heilongjiang Provincial Party Committee.

The report from the Heilongjiang Provincial Party Committee of the CPC to the Central Committee and Comrade Mao Zedong on November 5, 1959, stated: We convened a provincial six-level cadres conference of the finance and trade system from October 12 to 28. The circumstances were as follows:
(1) The conference was conducted using the method of guiding the substantive with the abstract, discussing the abstract based on the substantive, and integrating the abstract and the substantive. (2) The question of the struggle between the two roads was the central topic of discussion at this conference. (3) While criticizing the errors of Right-leaning thinking, decentralism, and departmentalism, the conference also examined the implementation of the political viewpoint, the production viewpoint, and the mass viewpoint in finance and trade work, and on this basis, arranged work for the current period and a relatively long period in the future. (4) This conference achieved relatively significant results, the fundamental reason being the result of implementing politics in command under the guidance of the spirit of the Eighth Plenary Session of the Eighth Central Committee of the Party.
