Khrushchev was then First Secretary of the Central Committee of the Communist Party of the Soviet Union and Chairman of the Council of Ministers of the USSR.

[3] Refers to a Xinhua News Agency dispatch submitted for review on October 15, 1959, by Peng Zhen, Secretary of the Secretariat of the CPC Central Committee.
The dispatch reported, according to a TASS bulletin from Moscow dated the 14th, that Khrushchev had written to Eisenhower to congratulate him on his birthday, noting that their frank and open talks during his visit to the United States had left him with an excellent impression.
This had convinced him that Eisenhower was sincere and had made the necessary efforts to achieve complete mutual understanding between the Soviet Union and the United States, to establish lasting friendly relations, and to resolve outstanding issues in order to strengthen universal peace.
In his reply, Eisenhower expressed his gratitude for Khrushchev’s congratulations and stated that, like Khrushchev, he hoped that through their personal efforts in U.S.-Soviet relations they could ease the tensions of the Cold War and find a clear path toward just peace.
