(1) In all counties, the three-level cadres' meetings took the resolution of the Eighth Plenary Session of the Eighth Central Committee as their weapon, linked theory with practice, examined the right-leaning opportunist thinking existing locally, identified representative figures, and launched serious criticism.

(2) The main experiences in successfully conducting the county-level three-level cadres' meetings are:
1. Criticizing right-leaning opportunism is a sharp struggle between proletarian ideology and bourgeois ideology.
2. It is necessary to focus on key issues, select typical figures, engage in ideological confrontation, and strive to thoroughly debate and clarify the main ideological problems.
3. After criticizing right-leaning opportunist thinking, most counties also devoted a period to extensively establishing models and vigorously boosting morale.
4. Adhere to the principle of strict criticism and lenient handling toward comrades who have made mistakes.
Party committees at all levels implemented the method of operating two sets of working teams and dividing responsibilities across different fronts, ensuring that both rectification and production proceeded without hindrance.

(3) The next step in the work is to convey the spirit of the Eighth Plenary Session of the Eighth Central Committee to the broad grassroots cadres and commune members, pushing the movement to increase production and practice economy to a new high tide.

This report, submitted by the Zhejiang Provincial Committee of the Communist Party of China to the Central Committee and the Shanghai Bureau on October 18, 1959, states that after the conclusion of the provincial three-level cadres' meeting, all counties and municipalities convened three-level cadres' meetings involving the county, commune, production brigade, and Party branches of industrial, mining, and enterprise units. The specific circumstances are as follows:
