Having spoken once, one may speak again, following the method used in Fujian. This document is to be distributed to the party committees of all provinces, municipalities, and regions for consideration and appropriate action.

[1] Refers to the fourth briefing sent by the Fujian Provincial Party Committee of the Communist Party of China to the Central Committee on October 9, 1959, regarding the communication of the resolution of the Eighth Plenary Session of the Eighth Central Committee. The report stated: In accordance with the Central Committee's instructions, we convened a symposium for democratic personages on September 25 to convey to them the resolution of the Eighth Plenary Session of the Eighth Central Committee. In the morning, the two resolutions of the plenary session and related documents were read aloud, and a recording of Chairman Mao's speech at the September 15 symposium in Beijing with leaders of various democratic parties and organizations was played. In the afternoon, Comrade Ye Fei, First Secretary of the Provincial Party Committee, delivered a speech to them based on the spirit of Chairman Mao's address. After hearing the communication, the majority of attendees expressed support for our Party Central Committee's resolution, believing it had greatly educated them, and widely reflected that raising opposition to right-leaning tendencies and boosting morale was extremely necessary and timely. However, a portion of people still harbored varying degrees of surprise, speculation, doubt, fear, and confusion.
