Notes [1] These comments were written on a report dated the evening of October 9, 1959, submitted by Li Fuchun, Secretary of the CPC Central Secretariat, Vice Premier of the State Council, and Director of the State Planning Commission, to Zhou Enlai and Mao Zedong, as well as to the Central Committee. The report stated: (1) The State Planning Commission’s report on drafting the Outline of the 1960 National Economic Plan has been revised and supplemented in accordance with the preliminary views discussed at the Politburo meeting. If the Central Committee deems it acceptable in principle, it is recommended that the document be circulated downward as one of the bases for preparing next year’s draft plan. (2) It is suggested that a national planning conference be held on the 18th of this month to discuss this year’s economic situation and the guiding principles and tasks for next year’s plan, with a view to formulating a draft plan for the coming year.
