Notes [1] This report, dated September 30, 1959, submitted by the CPC Zhejiang Provincial Committee to the Central Committee and the Shanghai Bureau, states that the provincial conference of cadres at three levels concluded on September 16 and addressed the following issues: First, using the method of class analysis, the situation in the first half of this year was analyzed, and rightist tendencies were criticized.

A wavering rightist mood was combated, thereby enhancing the conscious commitment to safeguarding the Party’s general line.
Second, taking the Resolution of the Eighth Plenary Session as a weapon, erroneous attitudes in intra-party struggle were examined and criticized, thus strengthening the consciousness of defending the Party’s unity, upholding its core leadership, and maintaining organizational discipline.
Third, in accordance with the spirit of the general line, complacency and incorrect attitudes toward mass movements were examined and criticized.
The conference held that the key to implementing the Resolution of the Eighth Plenary Session lay primarily in the following three aspects: utilizing the Resolution as a tool to launch a rectification study campaign among cadres aimed at combating rightism and boosting morale, so as to deeply root the general line in the minds of the broad cadre ranks; launching a large-scale socialist education campaign among the masses this winter and next spring; and widely, persistently, and thoroughly carrying out socialist labor competitions.
