[1] This report, submitted by the Zhejiang Provincial Committee of the Communist Party of China to the Central Committee and the Shanghai Bureau on September 30, 1959, stated that the provincial three-level cadres' conference had concluded on September 16 and resolved the following issues: 1. Using the method of class analysis, analyzed the situation in the first half of this year, criticized right-leaning vacillation and wavering sentiments, and heightened the consciousness of defending the Party's general line. 2. Using the resolution of the Eighth Plenary Session as a weapon, examined and criticized erroneous attitudes in inner-Party struggle, and heightened the consciousness of defending Party unity, safeguarding the Party's core leadership, and organizational discipline. 3. In accordance with the spirit of the general line, examined and criticized the mentality of being content with staying in the middle reaches and erroneous attitudes toward mass movements. The conference held that to implement the resolution of the Eighth Plenary Session, the following three key links must be firmly grasped: Using the resolution of the Eighth Plenary Session as a weapon, launch a rectification and study movement among cadres to oppose right-leaning tendencies and boost干劲 (drive), so that the general line takes root deep in the minds of the broad cadres; this winter and next spring, launch a large-scale socialist education movement among the masses; broadly, persistently, and deeply unfold socialist labor emulation. On October 11, 1959, the Central Committee forwarded this document.

On Chen Boda's draft submitted for review on October 9, Mao Zedong changed the title to "The Bourgeois World Outlook, or the Proletarian World Outlook." This article was later retitled again as "The Struggle Between the Proletarian World Outlook and the Bourgeois World Outlook" and published in Issue No. 22 of *Red Flag* in 1959. The CPC Central Committee also distributed this article to Party committees at all levels on December 13, 1959.
[2] Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Lin refers to Lin Biao, who was then Vice Chairman of the CPC Central Committee and Vice Premier of the State Council.
