Comments on Wu Lengxi’s[1] Report on Fully Covering
Foreign Reactions to the Eighth Plenary Session
of the Eighth Central Committee of the CPC[2]
(September 1959)
To be read by Liu, Zhou, Zhu, Lin, Chen Yi, and Peng Zhen,[3] and returned to Mao.
Most of the fraternal countries support us: Korea, Vietnam, East Germany, Czechoslovakia, Romania, and Albania. The situation in Hungary is unclear, but it seems to be relatively good as well.

[2] In this report submitted to Mao Zedong at 4 p.m. on September 4, 1959, Wu Lengxi stated: This afternoon I discussed with several comrades from Xinhua News Agency and *Renmin Ribao* the Chairman’s instruction on fully covering the reactions of fraternal countries and Western countries to our Eighth Plenary Session. We decided to adopt the following measures: (1) Comprehensively report, on a country-by-country basis, the reactions of newspapers and periodicals in various fraternal countries to our Eighth Plenary Session. (2) Extensively collect and report favorable comments from newspapers and periodicals in Asian and Western countries. (3) Regarding slanderous comments from Western countries, select the most vicious and representative ones for reporting and provide commentary. When Mao Zedong forwarded Wu Lengxi’s report to Comrades Liu Shaoqi and others for reading, he titled it “On the Issue of Foreign News.”

Chen Yi, then Member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Minister of Foreign Affairs. Peng Zhen, then Member of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat of the CPC Central Committee.
