The article was written by Liu Shaoqi to commemorate the tenth anniversary of the founding of the People’s Republic of China and was intended for publication in the journal Problems of Peace and Socialism.
On October 1, 1959, both the People’s Daily and the nineteenth issue of Red Flag reprinted the article. [2] In his letter to Mao Zedong accompanying the submission of “The Victory of Marxism-Leninism in China” for review, Liu Shaoqi wrote: “There are many veiled criticisms embedded in the article, directed at foreign comrades.
