Please draft a reply telegram in the name of the Central Committee to the Gansu Provincial Party Committee, pointing out that this report[2] from the Provincial Party Committee is correct.

[1] Peng Zhen, then a member of the Political Bureau of the CPC Central Committee and a secretary of the Secretariat of the CPC Central Committee.
[2] This report on grain work, dated September 11, 1959, from the CPC Gansu Provincial Committee to Mao Zedong and the Central Committee, stated: Since the spirit of the Eighth Plenary Session of the Eighth Central Committee was conveyed, all work in our province has developed rapidly, with great changes, and the grain issue is no exception. At present, the summer crops across the province have generally yielded a bumper harvest, and harvesting has been completed in the vast majority of areas; the autumn crops are growing very well, and a good harvest is in sight. The procurement of summer grain is progressing rapidly, and we are striving to complete all procurement tasks by the end of September. Urban and rural supplies have also been arranged in the spirit of "looking ahead and behind, compensating for shortfalls with surpluses, ensuring a steady flow over time, and planning grain use." At the ongoing enlarged meeting of the Provincial Party Committee, we have made further arrangements for grain production, procurement, supply, and marketing, and have strengthened work in harvesting, management, and utilization to prevent waste, truly achieving "more reserves, less consumption; fixed quotas per person; grain allocated to households; eating in canteens; savings kept by individuals; eating more during busy seasons, less during slack seasons; a mix of staple and non-staple foods, and a combination of grain and vegetables." In this way, we can gain the initiative on the grain issue.
