Notes [1] In this report dated September 6, 1959, the CPC Gansu Provincial Committee addressed to Mao Zedong and the Central Committee, it stated that, building upon last year’s Great Leap Forward, our province’s industrial and transportation fronts continued to make strides during the first half of this year, with industrial growth remaining at a high rate.
However, since June, both industrial production and transport have been steadily declining, resulting in a saddle-shaped pattern within this year’s ongoing leap forward.
The primary cause is the emergence among some cadres of a new right-leaning tendency and a slackening of spirit.
Following the Central Committee’s directive against rightism, the industrial sector immediately began to examine and criticize these rightist ideas and lax attitudes.
Previously lowered planned targets were re-examined and adjusted, and new targets for increased output and economy were set for key industries and products.
Leading cadres began to take part in and direct production themselves, and the morale of the working masses rose still further.
At present, our slogan is: Taking the fight against rightism and the stimulation of revolutionary zeal as the central task, launch a major campaign in September to greet National Day, seize the fourth quarter, and strive to complete ahead of schedule and overfulfill the main targets of the Second Five-Year Plan within this year. [2] Peng Zhen was then a member of the Political Bureau of the CPC Central Committee and a secretary of the Secretariat of the CPC Central Committee. [3] Shangkun refers to Yang Shangkun, who at that time served as an alternate member of the Secretariat of the CPC Central Committee and director of the General Office of the CPC Central Committee.
