Regarding the Request for the Panchen Lama [1] to Come to Beijing to Participate in the National Day Celebrations: A Comment [2]

Comrades Shaoqi, Enlai, and Peng Zhen [3]:

There are now only some twenty days before National Day. It would be advisable to urge the Panchen Lama to return to Lhasa before 15 September, prepare to fly to Lanzhou around 30 September, and come to Beijing in the last ten-day period of the month to participate in the National Day celebrations. What do you think? Please deliberate and decide. Zhang Guohua [4] should return to Lhasa before 10 September. Please ask Peng to have a talk with Zhang and prepare for the journey.

[1] The Panchen Lama, namely the Panchen Erdeni Chokyi Gyaltsen, was one of the former religious and political leaders of the Tibet region. At the time, he served as Vice Chairman of the Standing Committee of the National People's Congress and Acting Chairman of the Preparatory Committee of the Tibet Autonomous Region.
[2] This comment was written on a report dated 29 August 1959 from the Tibet Work Committee of the Chinese Communist Party to the Central Committee, concerning some circumstances of the democratic reforms being carried out by the Panchen Erdeni Chokyi Gyaltsen and others in Shigatse.
