Central Instructions on Uniting All Foreign Comrades Working in China to Serve the General Line and the Great Leap Forward (September 4, 1959)  I. This document [1] is hereby sent to all relevant departments and comrades.
It is essential to unite all Soviet expert comrades as well as other foreign expert comrades, working together with us to combat rightist tendencies, muster high morale, and strive to overfulfill our tasks.
Even if a small number of individuals happen to disagree with us at some point, they should be patiently persuaded.
In short, we must follow the Central Committee’s successive directives, effectively uniting all foreign comrades working in China to serve the General Line and the Great Leap Forward.

Zhou refers to Zhou Enlai.
Lin refers to Lin Biao, who at the time served as Vice Chairman of the CPC Central Committee and Vice Premier of the State Council.
Peng Zhen was then a member of the CPC Central Political Bureau and Secretary of the Secretariat.  [3] Shangkun refers to Yang Shangkun, who at the time held the post of Alternate Secretary of the CPC Central Secretariat and Director of the Central Office.
