Most of the comrades who had right-leaning thinking and temporarily wavered amid the great storms and waves understood the series of policies and measures since the Central Committee’s Second Zhengzhou Conference from a negative perspective, and consequently harbored doubts about last year’s Great Leap Forward and the people’s commune system. 3. Starting from September 3, the groups will be re-divided to separately criticize those with serious problems.

The main contents of this telephone report from the Guizhou Provincial Committee of the Communist Party of China on September 2, 1959, are as follows: 1. The first stage of the Guizhou Provincial Committee’s three-level cadres’ conference, which discussed the situation and exposed contradictions, has concluded. On the whole, the overwhelming majority of comrades support the Party’s general line. Most of the comrades who held confused views have voluntarily made self-criticisms and have been educated.

Liu refers to Liu Shaoqi.


Shangkun, namely Yang Shangkun, was then an alternate secretary of the Secretariat of the CPC Central Committee and director of the General Office of the Central Committee.
