Telegram of Congratulations from Mao Zedong et al. on the Fourteenth Anniversary of the Founding of the Democratic Republic of Vietnam (September 1, 1959)

Comrade Ho Chi Minh, Chairman of the Central Committee of the Vietnamese Workers’ Party and President of the Democratic Republic of Vietnam; Comrade Sun De Sheng, Chairman of the Standing Committee of the National Assembly of the Democratic Republic of Vietnam; Comrade Pham Van Dong, Prime Minister of the Government of the Democratic Republic of Vietnam:

On the occasion of the fourteenth anniversary of the founding of the Democratic Republic of Vietnam, on behalf of the Communist Party of China, the Government of the People’s Republic of China, and the Chinese people, we hereby extend our warmest congratulations to the Vietnamese Workers’ Party, the Government, and the people of the Democratic Republic of Vietnam.

Under the leadership of the Vietnamese Workers’ Party and President Ho Chi Minh, the hardworking Vietnamese people have achieved tremendous successes in socialist transformation and socialist construction. In recent years, the rapid growth of industrial and agricultural production in the Democratic Republic of Vietnam, the vigorous development of the agricultural cooperativization movement, and especially the comprehensive victories in economic construction during the first half of this year, have created favorable conditions for the Vietnamese people to further lay a solid socialist economic foundation. At present, the Vietnamese people are striving with high revolutionary zeal to implement the Three-Year Plan for developing and transforming the economy and promoting cultural progress. The Chinese people are greatly encouraged by the brilliant achievements attained by our fraternal Vietnamese comrades.

The Government of the Democratic Republic of Vietnam has consistently pursued a policy of peaceful diplomacy and has scrupulously observed the Geneva Agreements, making unremitting efforts to safeguard peace in Indochina and to realize national reunification, thereby earning the praise and support of peace-loving peoples throughout the world. The Chinese Government and people firmly believe that the just struggle of the Government and people of the Democratic Republic of Vietnam to secure the peaceful reunification of their motherland, uphold the Geneva Agreements, and thwart the United States’ attempts to divide Vietnam and undermine peace in Indochina will surely achieve final and complete victory.

Over the past year, the time-honored traditional friendship and comprehensive relations of mutual assistance between the peoples of China and Vietnam have continued to develop and strengthen in the cause of building socialism and in their common fight against aggression and in defense of peace, thus contributing to the consolidation of the great unity of the socialist camp led by the Soviet Union.

May the unbreakable fraternal friendship between the Chinese and Vietnamese peoples endure forever!
