Comment on the Report on the Conference Situation [I]

To be distributed to the Party committees of all provinces, municipalities, and regions, all comrades in Beijing, and the Party groups of all ministries and commissions. The policy of competition has been put forward very correctly, and the whole country should act accordingly.

This report, submitted by the Zhejiang Provincial Committee of the Communist Party of China to the Central Committee and the Shanghai Bureau on August 28, 1959, stated that the Provincial Committee convened a three-level cadre meeting of the province, prefectures, and counties on August 23, primarily to convey and study the communiqué of the Eighth Plenary Session of the Eighth Central Committee of the Party and the resolution on launching a campaign to increase production and practice economy, to determine the main targets for increasing industrial and agricultural production in the province for 1959, and to focus discussions on how to boost morale, strive for the top, launch labor competitions, and further push the campaign to increase production and practice economy to a new high. During the discussions, everyone believed that the most crucial link at present is to launch socialist labor competitions and to initiate a mass campaign of learning from the advanced, catching up with the advanced, and surpassing the advanced. The deeper insights gained by everyone were: (1) Labor competition is not only a matter of working methods but also a concrete manifestation of implementing the general line; therefore, the thinking of the general line must be established in the competition. (2) The competition must be a mass competition, and the targets and measures of the competition must be implemented among the masses. (3) In the competition, the communist style of mutual promotion and common improvement must be carried forward.
