The report submitted to the Central Committee by the Qinghai Provincial Committee of the Communist Party of China on 13 August 1959 states: The 12th Plenary Session (Enlarged) of the Provincial Committee convened on 1 August. It first discussed and made arrangements for this year’s grain and oil procurement work, and then, in accordance with the Central Committee’s directive on opposing Right-deviationist thinking, immediately shifted to a struggle against Right-deviationist sentiments, Right-deviationist thinking, and Right-deviationist activities. The Provincial Committee is determined to use the two months of August and September to conduct this session well (including arrangements for production work in the latter half of the year), to carry out the anti-Right-deviationist struggle deeply and thoroughly, to conduct concrete analysis of those who have erred, to clarify the nature of their mistakes, and to demand that they thoroughly rectify their past errors and stand on the correct line. At the same time, all localities have been notified to launch a province-wide movement to study the Central Committee’s directive on opposing Right-deviationist thinking and the relevant editorials in the *People’s Daily*, and it is planned to concentrate on carrying out the struggle against Right-deviationist thinking within Party organizations at the prefectural and county levels in October and November. During the session, the Provincial Committee also made concrete arrangements for current industrial, agricultural, and livestock production, calling on the masses to oppose Right deviation, boost their morale, and set off a new upsurge in the movement to increase production and practise economy.
