Notes [1] In its report of August 17, 1959, addressed to Mao Zedong and the Central Committee, the CPC Hebei Provincial Committee stated that, upon receiving the Central Committee’s directive of August 7 on combating rightist ideology, the provincial committee held discussions. The general spirit was as follows: earnestly implement the spirit of the Central Committee’s directive, thoroughly criticize and correct rightist tendencies among certain cadres, muster high morale, launch a vigorous campaign during August and September to push the mass movement for increased production and economy to a new high, strive to fulfill and overfulfill the plan for a great leap forward in production and construction, and greet the tenth anniversary of the founding of the People’s Republic of China. At present, the overall situation throughout the province is sound, but some problems have also emerged. In order to thoroughly criticize and overcome rightist ideology, the provincial committee has decided: (1) Party organizations at all levels shall devote concentrated time to launching a thorough critique of rightist thought, mobilizing workers to employ various forms to examine rightist tendencies in leadership, and mustering full enthusiasm to overachieve assigned tasks. (2) Each region shall convene meetings of Party and government cadres from key enterprises to examine and criticize rightist ideas, and to formulate new plans for increased production and economy. (3) The masses shall be mobilized to vigorously promote a new upsurge in the movement for increased production and economy.
The provincial committee believes that the examination and criticism of rightist ideology must be closely integrated with current production and work, so as to both resolve ideological issues and rapidly boost production and work. The key to this work lies in strengthening Party leadership.
