Notes  [1] Peng Dehuai was then a member of the CPC Central Political Bureau, a member of the Central Military Commission, and Vice Premier of the State Council as well as Minister of National Defense.
In August 1959, at the Eighth Plenary Session of the Eighth CPC Central Committee, he was wrongly branded as part of the so-called “Peng Dehuai, Huang Kecheng, Zhang Wentian, and Zhou Xiaozhou Anti-Party Clique.”
On June 27, 1981, the Resolution of the Sixth Plenary Session of the Eleventh CPC Central Committee on Certain Historical Issues of the Party Since the Founding of the People’s Republic pointed out: “The resolution adopted by the Eighth Plenary Session of the Eighth CPC Central Committee concerning the so‑called ‘Peng Dehuai, Huang Kecheng, Zhang Wentian, and Zhou Xiaozhou Anti-Party Clique’ was entirely erroneous.”
