Comment on the Report on the Work of Taking Over the Old Regime’s Organs[1]

[1] Refers to the comprehensive report forwarded by the Tibet Work Committee of the Communist Party of China from the Ngari Sub-Work Committee on June 26, 1959, concerning the work of taking over the organs of the former Garben regime at all levels. The report states that the work of taking over the old regime’s organs in the Ngari region has basically come to a stage of completion, with the dissolution and takeover of the former Garben government, four Dzong-level regimes, and four hereditary Ben forts. In the process of takeover, there were roughly the following three situations: (1) The takeover of the former Garben government and the governments of Purang and Rutok Dzongs was relatively thorough, and the propaganda and education among the masses were relatively in-depth. At present, among the middle and upper strata, both the progressive and the reactionary elements are in the minority, while the majority hold a wait-and-see attitude in the middle. The ordinary masses are elated and inspired. (2) The takeover of Tsebulang Dzong and Daba Dzong was not very thorough, the propaganda and education among the masses were not sufficiently extensive or in-depth, and the activities of bad elements were relatively rampant. (3) Regarding Zhongba Lhoqiang Dzong, due to inconvenient transportation and unclear conditions, it was impossible to go directly to take it over. Only personnel were sent to deliver orders demanding the surrender of firearms and documents within a set time limit, and there has been no movement so far.
