Instructional Comment on Circulating the Report of the Ali Sub-committee on the Work of Taking Over the Old Political Power [1] (July 22, 1959)

[1] Refers to the comprehensive report of the Ali Sub-committee dated June 26, 1959, forwarded by the CCP Tibet Work Committee, concerning the work of taking over the various levels of political power of the original Garpons. The report states that the work of taking over the old political power in the Ali region has basically come to a close, having dissolved and taken over the original Garpon government, four Zong-level political powers, and four hereditary Benbaos. During the process of taking over, there were generally the following three types of situations: (1) The takeover work of the original Garpon government and the two Zong governments of Purang and Rutog was relatively thorough, and the propaganda and education for the masses were relatively deep. At present, among the middle and upper strata, both the progressive and the reactionary are a minority, with the majority holding a middle-of-the-road, wait-and-see attitude. The general masses, however, are joyous and inspired. (2) The takeover of the Zebulan Zong and Daba Zong was not very thorough, and the propaganda and education for the masses were also not sufficiently widespread or deep; the activities of bad elements are relatively rampant. (3) Regarding the Zhongba Luojiang Zong, because of inconvenient transportation and an unclear situation, it was impossible to go directly to take it over; only a person was sent to deliver an order demanding the surrender of firearms and documents within a time limit. At present, there has been no movement.
