Comment on the Report of the Market Problem Conference

This report from the Shaanxi Provincial Committee of the Communist Party of China to the Central Committee on July 7, 1959, stated: In order to rapidly change the current tense situation of market supply and demand, we recently convened a market problem conference attended by personnel from the four sectors of industry, agriculture, commerce, and transportation at and above the county level. The conference resolved the following major issues: (1) Centering on resolving market problems, all sectors of industry, agriculture, commerce, and transportation relatively fully exposed their own and mutual contradictions at the conference, and basically resolved these contradictions. In terms of ideological understanding, views on market problems were further unified, and the principle of "the whole country as a single chessboard" was clarified. (2) The fundamental key to resolving the tension in market supply lies in increasing production and increasing the supply of commodities. Therefore, the conference devoted considerable time and greater effort to implementing these specific plans. In implementing the plans, on the one hand, attention was paid to raising ideological understanding, and on the other hand, to the mutual coordination and comprehensive balancing of the four departments. (3) It is believed that as long as all sectors earnestly implement the relevant policies of the Central Committee, fully mobilize the enthusiasm of the broad masses, increase production and the supply of commodities, reduce social purchasing power, and improve operational management, the current tense market situation can be basically alleviated within a not very long period.

In addition to formulating plans according to each system, we also carried out mutual coordination and comprehensive balancing at any time." Mao Zedong wrote this marginal note in parentheses after the phrase "we fully utilized the opportunity of gathering together personnel from industry, agriculture, commerce, and transportation."
