Letter to Yang Shangkun on the "Agreed Record"
(July 13, 1959)

Comrade Shangkun:

The five-member drafting group [1] proposes adding Comrades Lu Dingyi, Tan Zhenlin, Tao Lujia, Li Rui, Zeng Xisheng, and Zhou Xiaozhou [3], making it an eleven-member group. First, hold discussions for two days—today and tomorrow, July 13 and 14. On the night of the 14th, print and distribute one copy each to me and all comrades in the various groups. On the afternoon of the 15th, convene a meeting of regional heads at my place to discuss revision opinions, carry out the first revision, and print it that night. On the 16th, print and distribute it to all comrades for reading, group discussions, and correction of shortcomings. The eleven-member group shall draft the document (titled "Agreed Record on Various Issues of the Lushan Conference"). In these few days, you must do hard work; no immortal-gathering meetings are allowed. The full text must not exceed five thousand characters.

Upon receiving this letter, immediately convene a meeting today and set to work. Invite Comrades Shaoqi and Enlai to the meeting, show them this letter, and ask them to consider whether they agree. If they agree, implement it at once.
