Tsedenbal, First Secretary of the Central Committee of the Mongolian People’s Revolutionary Party and Chairman of the Council of Ministers of the Mongolian People’s Republic; to Comrade Z. Sambu, Chairman of the Presidium of the Great People’s Khural of the Mongolian People’s Republic; and to Comrade B. Jalkhaitsaihan, Chairman of the Great People’s Khural of the Mongolian People’s Republic:

On the occasion of the thirty-eighth anniversary of the victory of the Mongolian People’s Revolution, on behalf of the Communist Party of China, the Government of the People’s Republic of China, and the Chinese people, we hereby extend our warmest congratulations to you and, through you, to the Mongolian People’s Revolutionary Party, the Government of the Mongolian People’s Republic, and the Mongolian people.

Under the leadership of the Mongolian People’s Revolutionary Party and the Government of the Mongolian People’s Republic, the Mongolian people are engaged in enthusiastic labor to accelerate socialist construction, achieving significant successes on all fronts—industry, agriculture, and animal husbandry. In particular, the rapid completion of collectivization in agriculture and animal husbandry has created exceptionally favorable conditions for further developing the national economy and raising the material and cultural standards of living of the people. The Chinese people are greatly encouraged by the various achievements attained by our fraternal Mongolian comrades.

Over the past year, the close friendship and mutual cooperation between the peoples of China and Mongolia have once again made new strides. This friendship and cooperation will further promote the common upsurge in the socialist construction of our two countries and will help strengthen the unity of the socialist camp led by the Soviet Union, as well as the struggle to safeguard peace in Asia and throughout the world.

We wish the Mongolian People’s Republic prosperity and strength, and we hope that the unbreakable fraternal friendship between the peoples of China and Mongolia will be further consolidated and developed.
