This report from the Henan Provincial Committee of the Communist Party of China to the Central Committee and all prefectural, municipal, and county committees, dated June 22, 1959, states: The work of rectifying the communes and settling accounts in our province was basically brought to a victorious conclusion before the wheat harvest. The development of the entire account-settling movement was healthy and rapid. Throughout, it consistently integrated account-settling with production, combined strengthening leadership with mobilizing the masses, linked clarifying economic accounts with resolving issues in the cadres’ thinking and work style, and carried out simultaneous clearing and兑现, simultaneous airing of views and rectification. It not only clarified the economic accounts but also resolved problems in the cadres’ thinking and work style, and uncovered quite a number of bad elements. Through rectifying the communes and settling accounts, the entire countryside has undergone extremely profound changes, presenting a flourishing new atmosphere and giving rise to a new upsurge in production. The current task is to further consolidate and expand the achievements of the commune rectification, and to resolve remaining problems in conjunction with production.
