10. System issues. Namely, the issues of manpower rights, work rights, financial rights, and commercial rights. The four major decentralizations of power [1] must now be taken back, controlled by the central and provincial/municipal/district party committees at two levels, opposing anarchism.

13. The issue of learning to live frugally. Live rich days as poor days, to be in an invincible position.
14. The "Three Fixes" policy. Fixed grain production, fixed purchase, and fixed sales, unchanged for three years.
