Commentary [1] On June 11, 1959, Li Xiannian, Secretary of the Secretariat of the CPC Central Committee and Vice Premier of the State Council, submitted to Mao Zedong and the Central Committee a report on the balance between social purchasing power and the supply of commodities in 1959, stating: “This year, industrial and agricultural production across the country are still undergoing a great leap forward. However, up to the present time, the supply situation in the market—whether for grain, foodstuffs, or daily-use consumer goods—remains quite tight. Over the past several months, in accordance with the spirit of successive Central meetings, the entire Party has carried out extensive work both in the procurement of agricultural and sideline products and in the production of daily-use consumer goods; yet no fundamental improvement has yet been achieved.” Following this passage, Mao Zedong added this marginal note in parentheses.
