This instruction was written on a situation brief submitted at 10:00 a.m. on June 15, 1959, by Peng Dehuai, member of the Central Military Commission of the CPC Central Committee, Vice Premier of the State Council, and Minister of National Defense, for Mao Zedong’s review. The brief stated that the Tibet Work Committee had conducted a special study on the current situation in Tibet and policy issues in the forthcoming reforms, and estimated that by the end of this year, personnel entering Tibet would increase from 22,000 before the counter-rebellion operations to 130,000 (80,000 troops and 50,000 local personnel). Mao Zedong’s instruction was written in response to this figure in the brief.
