[1] Kecheng refers to Huang Kecheng, then serving as Secretary-General of the Central Military Commission of the CPC Central Committee and Chief of the General Staff of the People’s Liberation Army.
[2] This comprehensive bulletin from the Lanzhou Military Region Command, dated 6 June 1959, states: In May, the various rebel-suppression units across the entire region engaged in combat a total of [redacted] times, annihilating [redacted] enemy personnel, of whom those from the rebel armed forces who were induced to surrender or surrendered on the battlefield accounted for 50% of the total enemy annihilated. This indicates that, under our military strikes and political offensives, the internal contradictions among the rebel armed forces are intensifying daily. So long as we can firmly grasp the work of political persuasion, we can win back a large number of the rebel masses. As for certain rebel chieftains, through repeatedly explaining our policies and dispelling their ideological misgivings, it is also possible to induce them to surrender.
