Notes [1] Chen Zhengren, Deputy Minister of the CPC Central Committee’s Department for Rural Work and Deputy Director of the State Council’s Office of Agriculture and Forestry, stated that this draft notice, prepared on behalf of the Central Committee, announced that the Central Committee had decided to hold a conference in Shanghai on June 18 to discuss policies for agricultural and sideline production in suburban areas, ways to achieve self-sufficiency or partial self-sufficiency in non-staple food supplies more rapidly and effectively, and measures to restore and develop handicraft industries.
All first secretaries of municipal party committees, municipal party secretaries in charge of agriculture, and one comrade responsible for handicrafts from each municipality were requested to attend.
The meeting was scheduled to last five to six days.
Mao Zedong revised the draft directive, primarily by adding content concerning handicraft production. [2] Shangkun refers to Yang Shangkun, who at that time served as an alternate member of the Secretariat of the CPC Central Committee and Director of the General Office of the CPC Central Committee.
