[3] This refers to the report submitted by the Hubei Provincial Committee of the Communist Party of China on May 3, 1959, to the Central Committee and Mao Zedong regarding the situation in Macheng County, where the masses were mobilized to carry out a campaign of settling accounts and fulfilling commitments. The report stated that after the mass meeting of ten thousand people in Macheng County, the masses were boldly mobilized on a production-team basis to settle accounts while simultaneously fulfilling commitments, comprehensively and thoroughly implementing policies, and further consolidating and strengthening the people’s communes. After the settlement of accounts and fulfillment of commitments, significant ideological changes occurred among the broad masses of cadres and the people, leading to a fundamental improvement in the overall rural situation. Following the fulfillment of policies, the cadres also began to fulfill their commitment to changing their work style, which involved passing three tests: the first test was integrating with the masses in daily life and working alongside them in production, standing at the forefront of production; the second test was genuinely returning the goods they had excessively taken or occupied, thereby gaining the masses’ understanding; and the third test was for those who had beaten or scolded others to publicly conduct self-criticism and resolve the conflicts with the masses. After passing these three tests, the cadres felt relaxed and happy, and the masses were also in good spirits, leading to a solid new upsurge in production.
