The report of the Hubei Provincial Party Committee of the Communist Party of China, dated March 7, 1959, on the implementation of the spirit of the Zhengzhou Meeting, addressed to the Central Committee and Comrade Mao Zedong, states: In recent days, the provincial Party committee has firmly focused on one key task—namely, to rapidly, extensively, and thoroughly implement the spirit of the Zhengzhou Meeting. A series of meetings of cadres at various levels have been convened, and it has been decided to hold a provincial conference of six-level cadres in Wuchang on March 11, with the participation of 600 "tide-watchers" and "account-settlers" from various localities, bringing the total number of attendees to over 3,500.

At present, the enlarged meeting of the Standing Committee of the provincial Party committee is conducting discussions based on the spirit of the Zhengzhou Meeting and the feedback received after its dissemination. Draft documents are being prepared and will be submitted to the six-level cadres' conference for further discussion. The enlarged meeting has put forward the following points:

1. In accordance with the spirit of the Zhengzhou Meeting, after resolving the issue of ownership, it is also necessary to address the contradictions between the two roads, two ideologies, and two styles of work. The method for resolving these contradictions is Party rectification and commune rectification.

2. Proceeding from the actual conditions in Hubei, the portion turned over by the former agricultural cooperatives (i.e., the current production teams) to the commune should not be too large. In 1958, it was 50%; in 1959, it should be around 10%, with a maximum not exceeding 15%. The accumulation of the production teams should remain at around 8%.

3. Necessary adjustments should be made to the originally planned local industrial development plans and capital construction projects.

4. Specific policy issues concerning the people's communes are currently being collected, organized, studied, and discussed.
