[1] This is a comment written on the briefing submitted by the Hunan Provincial Committee of the Communist Party of China on 8 March 1959 regarding the implementation of the directives from the Zhengzhou Conference. The title was drafted by Mao Zedong.

[4] The briefing from the Hunan Provincial Committee of the Communist Party of China to the Central Committee on 8 March 1959 stated that a recent enlarged meeting of the provincial Party standing committee had conveyed and discussed the directives of the Second Zhengzhou Conference. Given that this is a critical period for spring plowing, preparations for plowing, and tending to spring-harvest crops, implementing the spirit of the Zhengzhou Conference requires both sharp and thorough resolution of ideological issues while continuing to sustain the momentum of the ongoing production leap forward movement. To this end, the provincial committee decided: (1) To arrange current production work in accordance with the central authorities' spirit of hierarchical division of power. (2) County-level meetings are currently conveying this year's agricultural production leap forward plans, with the immediate priority being to sound the drums and gongs of production. (3) To convene a provincial conference of cadres at six levels on 13 March. (4) The provincial committee and all prefectural and municipal committees are to immediately each undertake one or two pilot projects to ascertain the ideological conditions of cadres and the masses and propose concrete plans for implementing the spirit of the Zhengzhou Conference.
