This document is to be forwarded to all localities for reference. Among the issues it raises, the problem of grain distribution (50 jin of grain distributed to individuals according to work performed; 450 jin to the mess hall, rationing by head, and any leftover grain belongs to the individual) and the problem that production squads should have a system of partial ownership are worthy of attention.

Refers to the telephone report submitted to the Central Committee on March 17, 1959, by Tao Lujia, First Secretary of the Shanxi Provincial Committee of the Communist Party of China, on the situation of the Shanxi Provincial Committee's six-level cadres' meeting. It was published in *Situation Briefs* (Special Issue on the Six-Level Cadres' Meeting), No. 53, compiled and printed by the General Office of the Central Committee on March 18, 1959. When Mao Zedong approved and forwarded this report, he changed the title to *The Experience of the Shanxi Provincial Committee*.
