At its congress held from December 29, 1958, to January 9, 1959, the Hebei Provincial Committee of the Communist Party of China proposed that commune rectification conclude by the end of April 1959. In mid-to-late January, the Hebei Provincial Committee convened a conference of secretaries for finance and trade and a symposium on commune rectification work, discussing separately a number of issues in the rectification work. Subsequently, the Provincial Committee Secretariat conducted further study, concluding that commune rectification and production must be integrated, and that it would be relatively appropriate for the rectification work to basically conclude by March. For some communes, such as third-category communes, communes with many problems, and areas where the farming season arrives later, it could also extend to early April or mid-April. To avoid dispersing the forces for commune rectification too thinly and to prevent perfunctory practices, apart from pilot projects for commune rectification, all localities should carry out the rectification in two batches, proceeding from points to areas, batch by batch, in a wave-like development.
