[1] Refers to the draft instruction “Directive of the Central Committee of the Communist Party of China on Earnestly Rectifying the Phenomenon of Arrogance in Foreign Relations,” submitted for review on February 5, 1959, by Chen Yi, head of the Foreign Affairs Group of the Central Committee of the CPC, Vice Premier of the State Council, and Minister of Foreign Affairs. Attached to the draft was “Some Materials on Expressions of Arrogance, Impetuosity, and Underestimation of the Enemy in Foreign Relations,” compiled by the Foreign Affairs Office of the State Council on February 3, 1959.
[2] Part one of this text is the comment on the draft central directive; part two consists of revisions to the draft central directive, in which the text printed in Song typeface was added or rewritten by Mao Zedong; part three is a sentence added after a passage in the attached materials stating that some comrades “measure others by our own frame, one-sidedly exaggerating the shortcomings in the work of fraternal countries”; part four is a passage added at the end of the attached materials.
