Congratulatory Address to the 21st Congress of the Communist Party of the Soviet Union [1] (January 23, 1959)  Dear Comrade Delegates of the 21st Congress of the Communist Party of the Soviet Union:  On behalf of all the Chinese people and all members of the Communist Party of China, the Central Committee of the Communist Party of China extends warm fraternal congratulations to the 21st Congress of the Communist Party of the Soviet Union and expresses sincere, heartfelt respect to the great Communist Party of the Soviet Union and the Soviet people.
Since the 20th Congress of the Communist Party of the Soviet Union, under the correct leadership of the Central Committee of the CPSU headed by Comrade Khrushchev, the Soviet people have achieved a series of tremendous successes in the construction of communism and have made many significant contributions to the common struggle of peace-loving nations and peoples throughout the world to safeguard peace and prevent war.
Most recently, the Soviet Union’s successful launch of a space rocket has once again demonstrated that its science and technology have reached a brilliant peak.
Now, in accordance with the great program for building communism, the Communist Party of the Soviet Union has put forward a plan for the development of the national economy covering the years 1959–1965.
The realization of this plan will lay a solid foundation—both material and spiritual—for the Soviet Union’s transition to communism and will enrich the treasury of Marxist–Leninist theory with invaluable experience in communist construction.
Moreover, the implementation of this plan will further

alter the balance of forces in the world in a manner increasingly favorable to the noble cause of securing world peace and advancing human progress.
The great Seven-Year Plan once again proves the incomparable superiority of socialism over capitalism and demonstrates that socialism is bound to triumph over capitalism in the peaceful competition.
Under the leadership of the Communist Party of the Soviet Union, the Soviet people have always served as a shining example for the proletariat of all countries and for progressive humanity as a whole.
We are confident that, inspired by the 21st Congress of the CPSU, the proletariat of all countries and progressive mankind will advance with redoubled confidence in the great cause of world peace and human progress.
Since the Moscow Meeting of Representatives of Communist and Workers’ Parties of Various Countries held in , the unity of the socialist camp led by the Soviet Union and the unity of the international communist movement centered on the Communist Party of the Soviet Union have undergone substantial development—whether in the defense and development of Marxism–Leninism, in mutual support and encouragement in all struggles, or in the exchange of experience and mutual learning.
The socialist countries and the communist parties of the world have each attained numerous new achievements in their respective work and struggles.
Although imperialists and modern revisionists continue to plot schemes aimed at undermining proletarian internationalist solidarity, such plots, as in the past, are certain to suffer a shameful defeat.
At present, imperialism is being severely battered by economic crises and social conflicts; its colonial system is disintegrating further, and it is gradually falling apart internally.
Socialism, together with the national independence movements it supports and the struggle to defend world peace, has coalesced into an irresistible tide.
The death throes of the imperialists and all reactionaries will never be able to avert their ultimate doom.

Under the leadership of the Communist Party of China, the Chinese people are pressing ahead with high morale, striving for excellence, and pursuing socialist construction in a manner that is both rapid and efficient while conserving resources.
Over the past year, China has achieved unprecedented victories in both economic and cultural development.
These successes have strengthened the Chinese people’s resolve to accelerate the pace of socialist construction.
In their struggle to build and defend their country, the Chinese people have consistently received fraternal assistance and support from the Soviet Union.
On behalf of the Chinese people, we express our heartfelt gratitude to the Soviet people, the Soviet government, and the Communist Party of the Soviet Union!
Long live the success of the 21st Congress of the Communist Party of the Soviet Union!
May the Communist Party of the Soviet Union lead the Soviet people to new and great victories in the struggle to build communism and to safeguard world peace!
