Given that during the 1956 period of opposing rash advance, there was excessive propaganda about the shortcomings in the work, which dealt a great blow to the masses’ enthusiasm and created a saddle-shaped pattern. Yet the so-called shortcomings, upon subsequent examination, were no more than one finger out of ten, or even less than one finger. At that time, however, some people made a great fuss, became alarmed and bewildered—a manifestation of Right-leaning sentiment. This lesson must never be forgotten.

On 24 January 1959, the Central Committee formally issued this directive to the Sichuan Provincial Committee and the Tibet Work Committee.
