China has just opened up the road of construction.
Our level of economic development is not as high as that of some Latin American countries.
We have such a large population, but only so little steel.
We have just taken the first step in industrialization.
Our people are still very poor and need to continue to work hard; it will take many years to develop.
We make some progress every year.
You should supervise us. When you see our shortcomings, you should point them out, and when you see our progress is slow, you should also point it out.
You should supervise us to move forward.
The Chinese people, like the people of other countries in the socialist camp, are also a part of the world's laboring people.
China's cause is a part of the international communist cause.
We must unite as one; the people of the whole world must have a great unity.
Your cause is also a part of our common cause. For every victory you have, we are happy.
We are very happy to see the continuous development of the struggle in Latin America.
The populations of Asia, Africa, and Latin America account for the majority of the world's population.
The countries of these three continents are the rear of the Western world.
This rear is now no longer stable; its air is relatively thin, and it is relatively easy to break through the rule of imperialism.
Of course, imperialism and its running dogs are still ruling these places, just as imperialism and Jiang Jieshi ruled China in the past.
Why do I say its air is relatively thin? Because the economies of Asia, Africa, and Latin America are backward, capitalism is underdeveloped, and the rule of imperialism and feudalism occupies the main position.
Russia was like this in the past; its air was also relatively thin.
In these regions, the proletariat has vast allied forces, the influence of the Social Democratic Party [1] is not as severe as in Western countries, and the working class is not so deeply influenced by the bourgeoisie.
Therefore, the revolutionary struggles in these regions are particularly vigorous.
Now, the anti-imperialist struggle is developing vigorously in Asia, Africa, and Latin America.
Africa has a population of over two hundred million, and they are at the forefront of the anti-imperialist struggle.
Latin America is also at the forefront of the anti-imperialist struggle.
Imperialism has already created a powerful proletariat for the countries of these three continents, and imperialism has also created an intelligentsia in these countries.
For its own purposes, imperialism created the working class and the intelligentsia; the result will be that the very people it created will overthrow it.
This is a law of social development; the old society will always create the elements of the new society.
Do you know about last year's Jinmen incident [2]? That island has a population of only eighty thousand, and now it is world-famous.
America's policy is to hand over the two islands of Jinmen and Mazu to us as a condition for it to continue occupying Taiwan.
This is not a good deal.
We want to leave Jiang Jieshi on these two islands, or else we will take back all the islands of Taiwan, Penghu, Jinmen, and Mazu.
America has driven many stakes all over the world, and has also nailed its own legs to the stakes.
Before us are Taiwan, South Korea, Japan, the Philippines, South Vietnam, and Thailand; America has nailed its own legs down in these countries and regions.
This is the situation in the Western Pacific region.
In America's view, it seems the Western Pacific does not belong to us who live in the Western Pacific region, but to the Americans. Do you think this is fair? This is something your neighbor is doing.
We, the people of the Western Pacific region, have helped you a bit.
We have tied down a considerable amount of America's strength in the Western Pacific region, dispersing its forces.
America's main forces are still in Western Europe; the Soviet Union and other socialist countries have tied down its forces, and the working classes of West Germany, France, Italy, and other countries have also tied down its forces.
The Middle East and North Africa region has also tied down America's forces, dispersing its forces.
It has a fleet in the Mediterranean, the Sixth Fleet, which is more powerful than its fleet in the Western Pacific.
In addition, it cannot but pay attention to its rear, Latin America.
This is the help you have given us and other socialist countries.
The Cuban Revolution [3] happened right next to the United States. There are more than six million people there, and American investment is one billion U.S. dollars.
America watched the Cuban Revolution, sighing at the sight of the ocean, not daring to lift a finger against it.
Some people say that America is very formidable, that it has atomic bombs and hydrogen bombs, but last May when Nixon went to see you, you were not polite to him and drove him away, and there was nothing he could do [4].
A vice president came to see you, and you did not receive him well, but instead treated your guest with stones, rotten eggs, and spit, causing him such embarrassment. How impolite to a guest!
We do not compromise with the United States.
It does not recognize us, and we do not recognize it; if it recognizes us, we are not that happy either.
As for whether it is good for the People's Republic of China to enter the United Nations, we have also considered it. Only if they expel the representative of Taiwan and invite us in will we consider entering.
I think that our current state of relations with the United States is beneficial to the people of our country and your countries.
Our country has no American diplomatic representatives, and we are very comfortable.
Perhaps it is because we are shabby and tattered that guests do not want to come.
They will wait until we have built ourselves up before they come.
For example, America now produces over one hundred million tons of steel a year; they will probably wait until we produce two hundred million tons of steel a year before they come.
At that time, I will have to discuss the issue of China's foreign policy with all of you.
I think that for the next ten to fifteen years, it would be better not to establish diplomatic relations or exchange diplomatic representatives with the United States.
After ten or fifteen years, our house will be swept cleaner, ready to welcome guests, and we can also build big houses because we will have more steel.
You may not approve of this policy.
Right now, America is not afraid of China; it is mainly afraid of the Soviet Union.
It knows that China has only a few scraps of copper and iron, while the Soviet Union is a powerful country.
The Western countries do not recognize our legal status in the world.
Therefore, we can be "lawless and unrestrained," not bound by constraints.
Last year, we learned from Dulles's "brinkmanship policy" [5]; he was our teacher.
His "brinkmanship policy" was directed at us, and we also used a "brinkmanship policy" against them.
The Guomindang has fought with us for decades, and we are still continuing to fight the Guomindang.
The Guomindang has no food to eat, so America gives them food.
American warships are only three nautical miles from the islands within the range of our artillery.
They are on the brink of war, and we are also on the brink of war.
We countered "brinkmanship" with "brinkmanship," and as a result, they did not dare to advance, only going as far as the brink of war.
We did not attack them, and they did not dare to move. They watched us, and we watched them, for more than two months.
We helped the American Democratic Party; in November, the Democratic Party won the election.
Our help was free of charge; it was voluntary labor.
We helped the Democratic Party and fixed Dulles.
I have made a calculation: since last May, there have been six incidents that have fixed America and put Dulles in a passive position.
Including Venezuela's overthrow of Jiménez [6], there were seven.
Adding one incident in Africa, there were eight.
If the Iraqi revolution [7] and the Lebanon incident [8] are counted separately, there were ten.
I am talking about the most significant major events.
Three of the ten events occurred in Latin America.
In January, the Venezuelan people drove out America's running dog, Jiménez.
In May, you welcomed Nixon with rotten eggs; this event has world significance.
In July, the revolution in Iraq occurred, which greatly surprised America; this event also has world significance.
A few days later, the Lebanon incident occurred. U.S. troops landed, causing the whole world to oppose America.
This was the fourth event.
Then came the Jinmen incident.
We did not want to let America rest. The day after the United Nations passed the resolution for American troops to withdraw from Lebanon, we opened fire on Jinmen Island, leaving the whole world unable to figure us out.
Dulles was also very busy, moving forces from the Eastern Pacific. When the forces were insufficient, he moved them from the Mediterranean.
Dulles himself said that this was the largest concentration of American naval and air forces since the Second World War; America brought six of its only twelve aircraft carriers.
This was the fifth event.
The sixth was the election held in the United States in November; the Democratic Party won, and the Republican Party lost.
The seventh was the disintegration of the North Atlantic Treaty Organization [9].
Formally, they have so-called unity, but in reality, they cannot maintain unity; you want to devour me, and I want to devour you.
The eighth was that Khrushchev threw out the bombshell of the Berlin incident [10].
He also did not want to let America rest.
America is very busy now; the Berlin incident is not easy to solve.
The ninth is a good thing you did, the Cuban Revolution.
The Cuban Revolution is a bomb set off right next to the United States.
It cannot be seen as just a Cuban event or just a Latin American event; it is also a worldwide event.
The tenth was the outbreak of the anti-imperialist struggle of the African people in February of this year, represented by the Congo [11].
It also cannot be seen as just a struggle against Belgian colonialism; the main spearhead of the opposition is aimed at the United States.
American capital accounts for a large amount of the foreign capital in the Congo.
The Suez Canal incident [12] is not counted; that was the year before last.
I am only counting from January of last year.
Now, America's tone is getting lower day by day; they don't talk much about massive retaliation anymore.
Creating international tension is one of America's tactics. Who benefits more from international tension, America and Britain, or us, the proletariat of the whole world? This is still a question.
America is gradually seeing that international tension is not beneficial to it.
Because a tense situation can make the people of the whole world think, it can mobilize the people of the whole world, mobilize the workers and other laboring masses, and can add a few more communists.
Due to the influence of history and social customs, there are still many superstitious people among the masses, and arduous persuasive work must be done to break these superstitions.
Here with us, there used to be many people who were pro-American, admired America, and feared America, especially among the bourgeoisie and intellectuals.
There were also many laboring masses who did not like Americans but were afraid of them.
Arduous and meticulous work must be done to help them gradually eliminate this fear.
Those who worship America say that America's science and industry are very developed, that it is remarkable, that everything is good. Some even say that America's moon is better than China's.
Later, through slow persuasion, they came to know that America's moon is not necessarily better, and perhaps China's moon is a bit better.
The same problem may exist in your places.
Is the moon of North America better, or is the moon of Central and South America better?
Some people are superstitious about America's moon, saying that Americans are civilized and that we are more barbaric than them.
Can it be considered civilized for a civilized country to send warships to the Western Pacific? America also sends warships to Central and South America. Have your countries sent troops to the United States?
Looking at it this way, who is more civilized? We are more civilized because we have not sent troops to the United States.
It should be turned around: perhaps they are more barbaric, and we are more civilized.
The Western world is ruled by barbarians.
Of course, the people of Western countries are not barbarians; they have only been deceived and deluded and are not awakened, not including communists and awakened people.
The rulers of the Western world are more barbaric, while those in Asia, Africa, and Latin America are more civilized. This also has to exclude the running dogs of imperialism, such as China's Jiang Jieshi, and America's Jiménez and Batista; they are the running dogs of the United States, the agents of barbarians.
They say we are barbaric and uncivilized; this must be turned around.
My evidence is that we have not invaded the United States; it is the Americans who have invaded us. Africa has not invaded America, Britain, Belgium, France, the Netherlands, or Spain; rather, these countries have invaded Africa.
In the end, who is civilized and who is barbaric? Who is polite and who is impolite?
There is a great deal of superstition on the issue of civilization versus barbarism.
I don't know why, but I am very happy and feel very close seeing you comrades.
Our countries are in the same position, all oppressed by imperialism, our levels of economic development are also similar, and we are all so-called underdeveloped countries.
I am happy to see friends from Asia, Africa, and Latin America.
Have you had contact with Africans? I recently met with youth representatives from some African countries, representatives from Kenya, Cameroon, Guinea, and Madagascar.
The skin color of the people from Madagascar is relatively close to ours, between the black and yellow races.
I did not know any of them before, but I felt very affectionate upon meeting them.
One reason is that our countries are in the same position in the world.
You should not think that because China has been liberated, it is different from you.
In the memory of our generation, we are the same as you.
Except for the matter of liberation, we are largely the same as you; in terms of the level of economic and cultural development, and being bullied by imperialism, we are quite similar.
I feel an atmosphere of equality in my interactions with you, and I believe you also treat us with an attitude of equality.

The Western countries are different. Except for a portion of progressive people and true Marxists, the people over there look down on us, saying we are no good in this way and no good in that way, that our bodies are dirty, and that their moon is better than ours.
There is no way, we cannot talk with them.
They do not treat us with an attitude of equality; they slight us.
The people of Latin America, except for the running dogs of imperialism, will probably have the same feeling! For the working class to achieve victory, it must form an alliance with two classes.
One is the petty bourgeoisie, including the peasants and the urban petty bourgeoisie; their social positions are the same.
The peasants do not exploit others.
The urban petty bourgeoisie also does not exploit others; they are handicraftsmen or small townspeople, or have only slight exploitation.
The other is an exploiting class, namely the national bourgeoisie.
The national bourgeoisie has a dual character: it has the demand to oppose imperialism, yet it exploits people, and it also fears the Communist Party.
We and the national bourgeoisie have a common point, which is opposing imperialism, and therefore can establish a united front.
The first alliance is the worker-peasant alliance, which is our foundation.
The workers are exploited by others.
The peasants do not exploit others; among them, the poor and hired peasants are exploited by others, and the middle peasants basically do not exploit others.
The second alliance is the alliance with the national bourgeoisie.
The colonial and semi-colonial countries of Asia, Africa, and Latin America also have a national bourgeoisie; this is an exploiting class, but it has anti-imperialist demands.
If the Communist Party handles it well, it can and should form an alliance with them.
