Directive on the Shipbuilding Policy

On the foundation of the development of our country’s modern industry, modern agriculture, and modern science and culture, the building of national defense capabilities must not only accomplish preparations for active defense. At the same time, we must also prepare, should imperialism ever launch a war of aggression against our country, to carry out strategic counteroffensives and strategic pursuit after defeating the enemy. We shall drive the aggressors back to their own homeland and resolutely, cleanly, and thoroughly wipe them out completely. We shall liberate the people there so that such a war of aggression will never occur again. To this end, in addition to continuing to strengthen the building of the army and the air force, we must vigorously develop the shipbuilding industry and establish a “railway on the sea” so as to build a powerful maritime combat force in the coming years.
