The report states: In our province, the rural areas achieved people’s communization in early September of this year, with a total of 953 communes established, and the number of households joining the communes accounting for 99.5% of the total rural households. Starting from the second half of September, with a bumper agricultural harvest already assured, we carried out work to consolidate the people’s communes in three aspects: reforming the distribution system of the people’s communes, organizing the collective life of the masses, and strengthening communist education among the masses. (1) Regarding the distribution system of the rural people’s communes. It was decided to universally implement a half-supply, half-wage distribution system in the rural communes across the province. This new distribution system has greater advantages compared to the previous system of calculating work points and paying remuneration based on labor days. It is now being promoted in all communes across the province and will be fully implemented by December of this year. (2) Regarding the collective life of the masses. According to statistics in late October, the province had established over 235,000 canteens, with more than 34.82 million people participating; established 213,217 nurseries and 101,633 kindergartens, with over 4.4 million children enrolled; and established 13,599 happiness homes, accommodating nearly 100,000 elderly people. (3) Regarding the strengthening of communist ideological education among the masses, specific arrangements were made in October, and it is now developing extensively and in depth.
