To Comrade Kim Il-sung, Chairman of the Central Committee of the Workers’ Party of Korea and Premier of the Cabinet of the Democratic People’s Republic of Korea, and to Comrade Choe Yong-geon, President of the Standing Committee of the Supreme People’s Assembly of the Democratic People’s Republic of Korea:  On the occasion of the fifth anniversary of the signing of the Sino–Korean Agreement on Economic and Cultural Cooperation, on behalf of the Communist Party of China, the Government of the People’s Republic of China, and the Chinese people, we extend our warmest congratulations to you and, through you, to the Workers’ Party of Korea, the Government of the Democratic People’s Republic of Korea, and the heroic Korean people.

We note with satisfaction that the tremendous development of economic and cultural cooperation between China and Korea has promoted the common prosperity and upsurge of the socialist construction endeavors in both countries. This has made a major contribution to further developing the unbreakable friendship between the peoples of China and Korea and to strengthening the socialist camp led by the Soviet Union. The fraternal Korean people are now vigorously and energetically striving to accomplish the First Five-Year Plan ahead of schedule, and they have already achieved remarkable successes. These achievements not only bring a happy life to the Korean people but also reinforce the forces for the defense of peace. The Chinese people are deeply delighted and encouraged by this.

We wish the Korean people new victories in their socialist construction and in their just struggle for the peaceful reunification of the motherland! May the traditional, fraternal friendship between the peoples of China and Korea flourish forever!
