Regarding the 1959 targets numbered 121, please indicate beneath each target figure the projected completion figure for 1958. For example: If the first plan for steel is 22 million tons, write below it “Projected completion in 1958: 11 million tons.” Do the same for all other items, so that readers can easily make comparisons. In the column for the second plan, you need not add such notes to avoid repetition. Once this is done, please copy another set for me and have it distributed to all comrades.

Li Fuchun was at that time a member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Director of the State Planning Commission.
[2] Refers to the targets for the output of various major products in 1959, as listed in the draft resolution on the 1959 national economic plan, which was to be submitted to the Sixth Plenary Session of the Eighth CPC Central Committee for discussion.
On December 10, 1958, the Sixth Plenary Session of the Eighth CPC Central Committee adopted the “Resolution on the 1959 National Economic Plan.”
