Regarding the Ceasefire on Even Days in Kinmen (October 31, 1958) Comrades Enlai, Chen Yi, and Kecheng [1]: The practice of refraining from shelling on even days should be extended; that is, no shelling whatsoever is to take place on such days, so that Chiang’s forces may come out and go about their business, bask in the sun, thereby facilitating a protracted standoff. On odd days, only a light barrage is to be conducted. Let Fujian be informed internally to implement this policy, and for the time being no public statement will be issued. When the need arises, we can then consider issuing one. Please deliberate and decide on this matter among yourselves. I am departing south this afternoon.
