The report stated that steel production in the province had developed into a large-scale mass movement, leaping forward to a new stage. The province originally had a very weak foundation in steel production, producing only 3,000 tons of native iron last year, and the average daily iron output in early September this year reached only 568.9 tons. After arduous day-and-night efforts by the people of the entire province, daily output surpassed 1,000 tons after September 10, and on September 15, various difficulties were overcome, with 18,944 tons of pig iron smelted in a single day. From the 15th to the 22nd, a total of 67,217 tons of pig iron were produced, truly forming a large-scale movement in which the entire Party and the whole people, with thousands upon thousands of troops, vigorously engaged in steel production. Now, the entire Party and the whole people are pressing forward in victory, expanding the achievements, and striving to launch a satellite of daily output of 30,000 to 50,000 tons for National Day. The report also discussed four points of experience: (1) Liberating the mind, clarifying the direction, and adopting the correct policy line are the primary keys to ensuring the vigorous development of steel production; (2) The great leap forward in steel production is the result of putting politics in command, mobilizing the entire Party, enhancing the communist style, fully arousing the masses, and implementing the mass line; (3) Conducting continuous assaults and launching several major steel production satellites is an effective method for mobilizing the masses and organizing high tides in steel production; (4) The key to truly leaping forward in steel production lies in strengthening Party leadership, concentrating forces, and ensuring key priorities.
On October 3, 1958, People’s Daily published this rewritten report under the title "The More Thoroughly the Masses Are Mobilized, the Faster the Leap Forward in Steel Production."
