The Chinese people neither need nor should encroach upon the territorial sovereignty of any foreign country; however, I believe that the people must safeguard their own territorial sovereignty against infringement.

This is a passage added by Mao Zedong to the draft decision on the militia issue, issued by the Secretariat of the CPC Central Committee on August 26, 1958, at the expanded meeting of the CPC Central Political Bureau held in Beidaihe. The decision set out detailed provisions regarding the nature of the militia, its organizational structure, cadre staffing, weaponry and equipment, and training, among other matters.
